Moscow Mills Audit Complete [Dec 20, 2006]
The audit of the City of Moscow Mills was recently made available by the State Auditor's office. The audit basically said that whoever was handling the finances for the city in the last year or so didn't do a very good job. Among other things, the city underbilled for water; probably shouldn't have paid for funeral flowers, a christmas party or bonuses for full-time city employees; and generally took on way more debt than it should have.

Finally, Walgreens
Walgreens has finally gotten the okay from the Planning and Zoning Comission to build in Troy. I believe the building will be at the intersection of Lincoln and 47 where Coose Realty was. A typical Walgreens will employ 20-25 people. The Troy Walgreens likely won't be a 24-hour operation.

Does Troy, Missouri Need An Airport? [Dec 13, 2006]
Apparently a group of people in Troy are looking to get a small regional airport built in town. Somehow they got a $100,000 grant from the State, which is being used to pay a firm out of the Northeast to conduct a study to figure out if Troy needs an airport like this. I have decided to conduct my own poll. Vote below.

Tobacco Tax Back on Nov. 7 Ballot [Sep 11, 2006]

A judge in Cole County today reversed an earlier rulling and put a tobacco tax increase proposal on the Nov. 7th ballot in Missouri. If passed, the tax on cigarettes would go from 17 cents per pack to 97 cents per pack. Other tobacco products would see a major tax increase as well.
People-who-do-this-sorta-thing-for-a-living say project the tax to bring in $351 million per year to be used on anti-smoking campaigns and the like.
Personally, I am in favor of increasing the tax on tobacco products because I hate second-hand smoke. I know that's not the best reason to be in favor of the tax increase, but it's how I think. People who smoke 2-3 packs a week need to step back to look at just how much they are spending, not to mention the harm they are inflicting on others.

TDD Proposition Fails, 45-39. . .Unofficial [Aug 29, 2006]
As of the time of this posting the TDD Proposition has failed 45-39. These results are unofficial taken from here
55 people voted on Aug 8 with the "YES"s winning 28-27, or like 50.9% to 49.1%. This time around the issue failed 53.6% to 46.4% with 29 more people voting.
This seems like a big shoutout to MODOT saying "do something with our money" and an equal shout to Troy City officials and our government represenatives to get them to do something.

Yes or No on Troy TDD? You Probably Don't Get A Vote. [Aug 26, 2006]
The Transportation Development District (TDD) issue along Hwy 47 and Lincoln Drive will come up for a revote Aug 29. The revote was forced because two voters at the Fairgrounds voting station were given ballots to vote on the issue when they weren't supposed to. One of those people admitted to not voting, but the other voted one way or the other. Since the issue only passed by one vote, a recount was ordered.
The revote will take place at the Court House on Main Street from like 7 a.m. to 5 p.m. on the 29th. Only the 120 or so people who live along HWY 47 or Lincoln Drive in the affected area have the chance to vote on the issue.
A yes vote will establish a 1% sales tax on goods bought at businesses in the area in order to raise enough funds to widen HWY 47 in Troy to five lanes and Lincoln to 3 lanes. It will also contribute to fixing the bridge over Hwy 61 and install a stoplight at the 4-way stop at Lincoln and Old Cap-Au-Gris at the entrance to the City Park.
The TDD was previously in effect for 9 months before a vote was brought up to abolish the tax, citing the fact that only about 10 people voted to put the tax into effect in the first place. In the 9 months, the tax raised about $900,000 dollars for improvements to Hwy 47. MODOT entered into an agreement with the Directors of the TDD to match the $900,000. MODOT will pony up its share around next summer to do some more improvements.
If you take the time to notice the TDD signs along 47 and Lincoln, you will noticed that people along 47 are generally in favor of the tax, while those along Lincoln tend to be against the tax. This most likely has to do with the fact that the businesses along Lincoln are small, single owner business, whereas those along 47 tend to be the bigger chain stores.
Business owners along Lincoln are opposing the tax propbably because they take the approach that we pay taxes already to MODOT to fix the roads, why should we be paying more taxes because MODOT can't get its act together to get the money to improve the roads?
I don't know if these specific improvements will help the city, but TDDs have proven effective. Wentzville Parkway was built using a TDD, which is the example commonly used by proponents of the tax. I doubt this will affect Troy like the Wentzville Parkway project affected Wentzville. The area that could be affected the most is actually Lincoln Drive. The area in queston along 47 is already saturated with businesses and doesn't really have much room to attract more unless the current tenants move. Lincoln Drive has plenty of room for new tenants. The area around the Super 8 is a prime location for new businesses and I believe improving the road would help attract businesses there.
Troy has to do something now about its infastructure or when the new overpass is completed in Moscow Mills, Troy will be left in the dust for new development and businesses.
The fact of the matter is that the winning side in this will likely receive less than 40 votes but it will affect every person in and around Lincoln County at one time or another. I really doubt that the city of Troy will do anything about the crappy roads in this town or much of anything else, so I urge anyone voting in the election to vote YES on this issue. The Lincoln County Journal is reporting that two voters not in the TDD got ballots to vote on the issue. A judge has ordered a revote. Aug 29 is scheduled for the revote at the Courthouse in downtown Troy. Check the LCJ site for more information

Sandra Thomas, the Platte County auditor, is claiming she has won the GOP nomination for State Auditor, but Jack Jackson still has an outside shot at the nomination.
The Post-Dispatch is reporting that Jackson is leading Thomas at a steady clip in St. Louis County, the only county in Missouri yet to report all its votes.
Some Areas in St. Louis County had difficulties with the touch screen voting systems and that has led to the delay in reporting results.

The Post-Dispatch is reporting that the Lincoln County election results are final.
The TDD tax passed 28-27. 122 people were eligible to vote on that issue.
Jerry Fox beat Ginia Meier with 70% of the vote for the Democratic position in the race for Collector of Revenue. Carol Wessel, a top opponent of the TDD tax, beat Craine Norton by a similar margin for the GOP nod.
Statewide results are only 50-75% complete.
Sandra Thomas, the Platte County Auditor, holds a 6% lead over Jack Jackson for the Republican State Auditor candidate position. Susan Montee looks to be the winner for the Democrats. Thomas only carried about 13% of the Lincoln County vote whereas Montee carried Lincoln County.
Ed Schieffer beat Jim Volmert for the 11th District State Rep Democratic slot by almost 300 votes.
Incumbent Scott Rupp is beating Joe Brazil for the 2nd District State Senate GOP nomination. George Weber holds a slim lead for the Democratic nod in that race.
Constitutional Amendment 1 looks to pass as it only needs a simple majority to pass and is passing by a wide margin with 75% of the precincts reporting.

Sales Tax Holiday Has Some Strings [Aug 4, 2006]
The Missouri sales tax holiday is going on now until Sunday at midnight. Certain cities have opted to not give people a free pass like the state on sales tax. Here is a list of cities not participating. This means that city sales tax will still be collected on items in these cities. Notable cities are: Wentzville, Columbia, Elsberry, Flint Hill, Kirkwood, and Moscow Mills. Troy, O'Fallon, St. Peter's, St. Charles, and Warrenton are not on the list.
St. Charles, Lincoln, and Warren counties are not on the county list. But Camden, Osage, and Boone county are.

If you go here, you can select the county and city where you will be shopping to generate a card showing the calculations of what you will pay in taxes Note: in Troy, you will pay 0 in taxes on qualifying purchases because both the City and County are participating. St. Peter's will also run you 0.

Senate Kills the Min. Wage/Death Tax Bill

Here's an article from the St. Louis Post-Dispatch about the TDD tax that will again be on the ballot Aug 8th for you lucky few that live in the district. P-D story
Troy's own Mayor Kemper has an interesting line about how this way the people inside the district will be paying for roads that they will benefit the most from. Was he misquoted or does he not realize this is a sales tax?
It means that for every dollar you spend in the tax district, you need to tack on an extra cent to the 7.75 cents already required in taxes. Walmart or Mcdonald's isn't going to be forced to pay an extra cent for each dollar you spend there.
Considering that the writer also talks about a plaza in Troy that includes a lumber yard and numerous grocery stores and fast food restaurants my guess is that he might not even know where Troy is. So, just maybe the mayor was misquoted. I'll find out and report back.
